Long lasting rash/marks on fingers?

The collection of red bumps on my left long finger have been there for the better part of a decade. But they seem to be spreading/multiplying.

Thing is, they don't look like any of the stuff I've tried googling (HPV warts, eczema etc.), so I can't really start treating them with over-the-counter stuff. The reason I want to treat them now, and didn't care in the past is that I thought they'd go away and they're not. And they've started itching a lot (might just be that I've had dry hands the past month or so.) The flaking you can see is not necessarily their "natural state".

So, what's the differential for flat, red, long lasting bumps that eventually spread and sometimes itch?

Hayfever, that kind of stuff. But nothing that gives rashes like that. And I want to make it clear that the stuff halfway out on my long finger has been there in roughly the same shape for over a decade. So it isn't intermittent based on contact with something.

What OTC stuff did you treat them with? Did any of it help at all?

Are they normally scaly and flaky, and if you scratch the flakiness off they bleed?
